I found out after making most of the blocks there won't be a lot of fabric to send back.

The same here. Also it might increase the thickness of the envelop when you send it back with the made block and increase the cost slightly. I did send on some fabric to some one who needed more to finish the block for another swapper and I hope I shipped back fabric to all who asked me to ship it back. For me, if you plan to use it keep it and if not try and send it back.
