    Beautiful, I signed up for a Nancy Chong class before she
    move back to Hawaii. Sadly, she had to cancel the class and when it was rescheduled I was unable to attend. Still hope to learn her method one day.

    Might it be possible to do something like this using fusible web and raw edge applique?

    Yes, you definitely could do it with raw edge. I think the needle turn is emphasized because Nancy Chong's roots are in Hawaiian Applique, which is traditionally turned under. I'm not so sure about using fusibles. They shouldn't be necessary, since you basically cut away one piece of fabric to reveal the pattern. You would be cutting on a different line if doing raw edge, but I think the pattern explains how to do that.
