I traced out the picture in full size on something like velum paper, then made a 2nd copy on freezer paper and numbered the pieces and marked joining areas. I also noted color etc. on each piece, this is your pattern. Cut out each piece and place it on the right side of fabric and press. When you study the picture you will see which piece needs to go up under the next etc. Fold fabric on the line that will be the top pieces and place them on top of the other piece when indicated by your markings. This is where you will stitch (hand) the pieces. You can build the picture on a background fabric or piece sections then place on background. The first tracing will act as guide to placement of pieces or sections. I pin the first tracing on top of the background then flip up tracing and slip pieces (sections into place). I think you could use needle turn method or fusible if you choose. Lots of luck
