Here is a pic of a rag quilt I made several years ago.
I got the instructions from Joann's website.

The fringe is 3 inches long.
I cut 12 inch squares and then cut a 3 inch square out of each corner. I then placed two squares wrong side together and pinned, pinned, and more pins so they wouldn't slip. Then cut fringe on one side so the end of the cut was not below the 3 inch mark on each corner.
Then tied the 2 pieces of fringe together all the way across that end. Then open it up and go on to the next piece placing it wrong side together on either of the squares you just tied together.
I hope this is not too confusing. If it is let me know and I will try to do a pictorial tute.
