This isn't a started quilt, but it appears to be a panel with complimenting fabric. Does anybody recognize it?

It's just a log cabin cheater panel. Sandwich it with a backing and have at it.

Is the flower fabric the backing or for the border?

It could be for either. How much do you have? Maybe you have enough for both.
