I think those are the beginnings of Kaleidoscope blocks. Put triangles on 4 of the corners?

As for the 62 blocks ,I would mount them like a dresden plate, with fusible . turn wrong side to wrong side of fusible an sew all around . trim in circle,make a slit in center , turn and. press to a block of muslin , white or tone on tone,then sew all around with invisible thread , then stitch of your choice.ie button hole or hem stitch.. then i would sash and cornerstone , and border. would be lovely jusy mho. cmaras

Just to add, I think it is 60 degree triangles you add to each of the 4 corners. I'd try cutting 4 from paper first to make sure they are the right size and shape, stitch on with a basting stitch for easy removal.
