having trouble leaving FB
In the help section, it says to go on the member's profile page, click on Feedback Score, then click on the "Submit Feedback" link. I do not see that link anywhere. Have tried two different members.

find something the member has posted.
click on the number that represents the feedback score.
it will take you to the page from which you can generate feedback.

When you click on the number and it takes you to the new page, Look way to the right. Mine was in a box with other things on the right hand side and I almost missed it. All the way on the right hand side of the page in a different place all together. I think this might be what you are looking for. Hope so.
