yes you could do that if you would like. I did mine 1/2" smaller so there would not be as much bulk when you sewed your tucks in. I did make a 14"one for a casserole dish and cut my batting the same...

You probably could use the flannel... and yes make sure it is layered for thickness and be sure to wash the flannel first for shrinkage. I'm not sure if it would be a good idea to use the spray...
