I haven't used Steam-a-Seam in a while, but when I did, I was told to just press it on the fabric and cut it out. Then use heat to permanently bond the two pieces of fabric together. I never ironed...

If you read the instructions, you don't heat fuse the product to the applique shape. All you have to do it finger press it on, take the paper off and then place it on the quilt or garment and fuse...
