At the top of your browser, select TOOLS (or FIREFOX) depending on your version of WINDOWS.
Select OPTIONS from the pull down menu

I also don't have a problem (currently using v. FF17) but I can see how it could be an issue for you.

The only settings related to scrolling (that I've ever noticed) are:

Select TOOLS
OPTIONS...
