You could do that, but when I was doing it seemed rather difficult to make that last fold because that first fold would have to be undone and the right side of the kite tail edge then stuck...

Continue sewing around the edge of the folds until you get to the other side of the kite. Backstitch a couple of stitches and cut the thread.
