I would hand sew the 'candle to the center of the flower, and then probably hand sew the flower to the top of the cake. Using Velcro to attach the flower to the top sounds great and would work for...

Buzzingbumble, I thought that the candle could be a simple tube of fabric with a little yellow flame cut out of fabric and treated with the Joann Taylor fray stop, or at least that's who I thinks...

Thanks for the wonderful directions and picture of the darling pincushion cake. I'm thinking that my granddaughters would love the cake as a toy for their play kitchen, but no glass plate! Any ideas...
