I would not use that thread; old thread can make a mess of things. Get yourself a new belt this week, and here are two tutorials: one using the bobbin winders and one for loading the bobbin for a Singer shutter bobbin machine.
I can't imagine that the bobbin winders differed greatly in those days. So, maybe these tutorials can be used for figuring out how it works.
