According to a neat booklet I have called "Short Cuts to Home Sewing" published by Singer in 1926, it is a "tucker". IT says "the tucker gauges the width of the tuck and while one tuck is being stitched the mark for the next tuck is being made."
This book has pictures of all the attachments and tells how to use them. There are five pages on how to use the tucker!
