I'm with you. I don't know what they are talking about either. Maybe they are pinning fabric to the boards and then using that for storage like books on a shelf. That's all I can picture.
Someone can correct me if I'm wrong, but I believe they use them to wrap their fabric around to resemble a "bolt" of fabric and they can store them upright like books on a shelf.
