Um. yeah you can just turn it but some times you have to bypass the little holes/peg. Push the thing with the little holes in then turn the knob at the end then release the little thing with the little holes so it goes into the peg.
As far as noise. Maybe your other one was well used or something. Or it could be how it was lubed. There still could be some dried up oil - it's the dried up gummy oil you don't see that you have to worry about.
