I am not sure how you measure the fabric after washing. Did you press it before measuring??? It is well know that you are NOT suppose to pre-wash any precut fabric.
I measured the fabric after washing it the same way I measured it before washing it. with a yardstick or ruler.
what people choose to do - or not to do - is up to them. just sharing my observations.
