"More" quilting really does not make a quilt stiffer unless it's very tight, such as in dense small size stippling or cross-hatching about 1/4" apart over large areas.
Because this is a baby quilt which may receive lots of washing, the 'more quilted" picture looks as though it would support the quilt better over the long run.
