Pellon fleece interfacing is my choice. It's sold in the interfacing section, not the batting. You can get fusible, but I prefer it without. Nice and stable, thick enough so quilting shows up and grabby - it is easy to sandwich, even big Spicy Spiral table runners.
I think this is what I have used, or something similar......no shrinkage...and..this is the only time I prewash the fabric in a dishpan...not full process in washer/ dryer....just quick soak, rinse, dry, iron....placemats will always be flat and not crinkly after washing from use.
