I think it would depend on the pattern. If it is a case of the pattern telling you to cut x amount of this or that sized square, I would not cut the yardage into fat quarters first. If it is a case of the pattern needing x amount of strips that will be mixed up, well, six of one, half a dozen of the other. So my answer is 'maybe'.
