I used to consider it finished when the binding was done, until the last quilt I "finished" and dubbed "Technical Difficulties" because it gave me fits all the way through, decided it wasn't done yet and now I'm appliqueing pieces onto it with great difficulty that could easily have been pieced when it was just a top.
So, I must say that no quilt is finished until it tells me so.
