I also vote for pinwheel with an applique center ...those yet to be made it seems. Maybe the original maker hated to join the seams in the middle as I do (can't twirl seams with a darn) and so decided to put an applique there to avoid a lump in the middle of each one. Genius idea if you ask me!!
