I have learned to cut the binding when I finish the quilt top. It's just easier than hunting for the perfect binding a few years after the quilt top was finished.
I decide on my binding when the entire thing is quilted or at least sandwiched. Sometimes I know before then but I don't prep the binding until I get ready to put it on.
