I did a search for "baby pee pads" and quite a few things came up.

I also saw "baby changing pads" that might also give you some clues.

I would get the rubber padding that has kind of a flannel on both sides and cut the size out of that. I think this is what I used.

I have seen those several feet in length and wide enough to be tucked in on both sides. They were often part of the bedding for an invalid.

If it is just protective padding for a diaper change, wouldn't the burp pads be large enough?

JoAnn's and Walmart used to carry a fabric that is knit on one side and waterproof on the other--can't remember the name. But it's made for "plastic" pants, changing pads, bibs, etc.

Hi, I have a new baby grandson. For him I made a little quilt that fits on the change table. Nothing fancy. The I made a “pillow case” to slide over it. It’s all washable. This is what was done in my family when I was growing up.

Walmart online carries Shield fabric(a type of PUL fabric that they use for diaper covers)-knit on one side and waterproof on the other. I just ordered the 12 yd roll for $47. Else where it is so much more. I use it for bibs, changing pads etc and just add it in the middle. They also have a small one yard craft size for $9.

Read on another site about Heat&Bond iron on vinyl, and using some sort of Dapp caulking on fabric, but there were no details on either. Only that the Dapp was painted on the back side of a placemat and at dinner time she flipped the placemat to the Dapp side for eating on them wiped it off after. Sounds interesting but haven't found any details yet.

Honestly, Pampers kept everything inside and no leaks. I put my grand on a clean towel when changing diapers. For spit ups and such a clean receiving blanket that could be changed when need worked fine.

For my grandkids, I just bought rubber sheeting (by the yard) at Joann's and cut it to the sizes I needed. It feels like flannel on both sides.
