This is how we did a similar bookmark when we were kids. We simply folded a piece of construction paper in half lengthwise and cut the slashes at a 45 degree angle every 1/4 inch being careful to keep the slash end about 1/2 inches from the side. We then folded the paper flat and folded down every other V shape, slipping the point under the point below it. I repeated the same process only with fabric to make my blue bookmark.

My instructions with the ruler used a fabric stabilizer, and yes there are three fabric, one on the base and then the 2 that make up the design. The two that make up the design are fused wrong sides together prior to the cutting.

I fused two pieces of fabric together for the ones that I cut. I folded the fused fabric in half and marked the lines with my frixion pen. I cut the slashes while it was folded with a pair of scissors. I unfolded the cut fused fabric and folded down the chevrons and pressed with my iron. I laid the folded/pressed piece on top of another piece of fabric and sewed the center line down the chevrons to fix then in place and sewed around the edge 1/4 in out from the chevron edges. I used my pinking shears to finish the edge. I would have done step by step pictures but it is harder to do with my ipad.
