Default Halloween bags

I have an opening for an arts and craft fair mid October. We have been discussing making a few Halloween bags to sell.
So, here is the question.
How big should one make such a bag? I know that the grocery bags are about 17 x 13 inches or so. We made Joe's wacky bag just a bit smaller. I am thinking that the bags would be too big on the grocery size, but I see kids carrying all sorts of contraptions at this holiday.

15 x 12 for smaller kids. How about a shoulder strap if its 15 wide, uou can get a great design on it and 12 deep
Hopefully wont drag. Be sure to show us a pic.good luck

I made 11 for Isabella's classmates, I made the block 12 1/2 inches, I used orange felt for the lining and I embroidery each one's name on it....too cute if I must say so myself. Then I made green monster crayon holders for each of them. My daughter needs to stay off pintrest
