No it's treadle operated.

It is a Singer 24, a chainstitch only model. Class 24 machine were produced 1880s to 1960s, according to Needlebar. There were a lot of specialized industrial variants for ruffling, pleating, ect. This one looks early because of the floral decals.

If it's a 24, I would buy it because of the ability to do decorative free-motion - think redwork. :) My modern machines which do chain stitch don't allow a decorative chain stitch at all - only machine guided stitching is of good quality when they're set up for chain stitching.
