If it hasn't been modified - majorly 'refurbished' you are right but if you just take out the screw it works just fine. Some of what I've seen have had 'refurbished' bobbin winders tacked on - they won't fit any wheel but the 'refurbished' wheel - if you put a spoked wheel on it there is no way that bobbin winder tire is going to ride on it.
