Default What is it?

This may be right up Muv's alley. The one end says GI. Britain. Under that it says Tool Steel, Hardened and Ground Edges. Under that it says L&M in a diamond shape. Down on the rectangle it says: British Buttner Patent App 249243/45

According to this site http://a1scrapmetal.blogspot.com/200...h-buttner.html It's a "reamer".

Reamers are used for cleaning out/smoothing "holes". This one happens to be for cleaning out the bowl of a pipe. (Tobacco pipe)
