I shop on ebay and all the sellers I deal with are in the U.S. I have never been charged a surcharge, a few times I have had to pay duty when I picked it up at the post office, but it wasn't much.
Last year I bought a whole bunch of rotary blades on ebay and they arrived with no duty on them. I don't do orders directly from fabric shops simply because I don't do credit cards.
