They're the mini-bulbs (almost like seeds) that form at the top of a garlic plant.

I cut and saved them from my garlic plants, but since I will be replanting the cloves this fall, I don't need any of the bulbils. I don't know what the name of the variety is, but they are a hardneck type that is completely hardy here in zone 5 (upstate NY).
