It does have a motor boss on it, so it is possible someone just took the motor off. You could add a motor or a hand crank since it has the spoked hand wheel. Here is a review from 2011 for a Janome treadle machine.

I think you will find many of the actual 15 clone machines had the spoked hand wheel. Here is a thread about 15 clones. Some machines pictured may not actually be clones.

By any chance is there either a JA or JC with number after either stamped or cast in the bottom of the machine?
