I always do the outline last - I would imagine if you do the outline first it would get covered over by the x-stitches. And all directions I have seen its always doing the outline last.

I always do the cross stitch first and then the outline. When you get to the outline you are almost done.

Another good reason to outline last is that it is not uncommon for patterns to have you do outline stitches that cross more than one block at a time over the cross stitching or blank squares. I like getting to the outline stage as it goes so fast and means I'm nearing done!!!
