I can't tell what size it is. It could be a thread holder like others have said or if it is bigger it could be a gripper for the plastic rulers.

It is a snazzy tea bag thing. You place it over your cup of brewing tea with the teabag and string resting thru the slot on the top. Then you can use this silicone item to squeeze the teabag out. I have given many for gifts and everyone loves them!
