The water is not for lubrication. That won't work. But temperature change is the answer. Put ice in the top pot and set the bottom pot in very hot water. Others here have said the same. Heat expands metal and cold contracts it.

If you do not care about the inner pan, cut a small hole in it, add a couple inches of water and put it in freezer. As the water freezes in the lower pan, it will push the upper pan out. (Just freezing without a hole or water might work because the cold might shrink the metal just enough to loosen it.)

If they are stuck together (not due to size) with something actually "gluing" them together, try to put lots of soap int the water (between the two pans) and boil for a few minutes, then let it set overnight.

Can't get the pie pan out of this pan. The pie pan can go but want to salvage the larger pan.... Tried jabbing think knife blade but seem to drive it in farther. Thinking of getting some kind of cutter to cut open pie pan to release.
Thanks in advance for suggestions!!!!!
