I have a dressmaker friend who is traveling to Destin, FL. She's looking for garment fabric shops with reasonable pricing. Your help is appreciated.

Oh Boy, Ft. Walton Beach has a Joann's. Pensacola has a super shop, A&E Pharmacy, Panama City has Quilting by the Bay quilt shop. As far as any fabrics in Destin proper, I really do not think there is much at all. Some of the places that have fabric on their signs are for decorating fabrics. I may not be 100% because it's been a year since I've been there.
A&E is the best bet for fashion fabrics, but someone else might be better able to guide your friend. (Suggest Dewey Destin Seafood to eat at and Sexton's seafood to buy fresh shrimp and fish!!!)

I was surprised at the amount of home décor fabric emporiums in AL.

I haven't shopped much for fashion fabrics lately. There is a nice shop in Nashville, but it's pricey even with a 40% off sale.

We have a Hancock Fabrics and a Joann's in Hoover, Al., that is south of Birmingham , just off I-65. Both in the same parking lot. Take the Hoover Exit which is also State Hi-way 31 south, turn right and travel about 1 1/2 miles,
you will go under I 459 and the shopping center will be on your left.
