I would leave neutral saying that there was a problem but it was eventually solved (with some difficulty) through a refund. I generally don't leave negative if the problem was eventually solved, because at least it does give them the benefit of the doubt regarding human or computer errors, which they are willing to fix.

Here's the thing.
There is absolutley NO WAY to change listing to charge MORE shipping than the listing states after you buy it. Once purchased, the listing is 'frozen' and nothing can be changed. We can revise an invoice and charge you less, not not more.

It was probably parcel post that the seller had included in the purchase price [what you call free - but isn't since there is no such thing as free postage], and when you paid, either ebay or paypal gave you the priority shipping option instead.
Of course ebay and paypal will deny it.

Paypal has an uncorrected glitch for over a year now that tells the sellers you paid for priority/insurance no matter what you paid for.

and ebay once did have a glitch where in the search feilds, EACH listing said shipping was free. Of course when you clicked on the listing, it didn't say that, but many buyers felt duped, and rightly so, but took it out on the sellers, and finally ebay offered to reimburse sellers the shipping cost if they refunded their buyers.

A nuetral is the same as a neg as far as eBay is concerned. So if you don't think the seller deserves a neg, and yer only 80% happy, then don't give them any FB at all.

WE can't add postage to a 'free shipping' listing after the listing ends folks!
If it's free, it's FREE

and it ain't free, the poor seller is paying it - just so ya know.

I agree. I use Ebay and PayPal a lot and have never had this happen BUT agree that it is 100% the seller and not anything else you were told. Please leave honest feedback so the rest of us know not to buy frim that seller.

Two comments.

First, be very careful about leaving a neutral or negative. I did a neutral once and the seller retalliated by giving me an untrue and nasty negative.

Second, while I agree that something seems odd with this whole thing the bottom line is that you got your fabric and you didn't pay shipping. Something is definately starting to smell in e-bay land. Sellers are leaving by droves. I would give the individual the benefit of the doubt.

I have never had that happen to me but I have won cds and shortly after they send me a pdf file via my email and say the cd willbe along shortly but to get you started here is the file.These people had no intention of sending the cd even when I payed postage and I had to question them one got pretty nasty with me saying I got the file what more do I want .I told him even on his page it states that the cd will be sent as it is against ebay policy to sent pdf files.He refunded my money but ebay stopped him selling I did not contact ebay but someone must have.I just ask more questions when buying from now on

Clearly, the seller did have control, as they ultimately managed to refund your money. I would leave neutral, and explain why. They do not deserve positive feedback after all of the trouble you had to go to. I hate the way people are held hostage by feedback on eBay.

I have won the bid on fabric about 3-4 times. I say that because I am not a frequent eBay shopper. A couple said free shipping and I was not charged for shipping. I have never left feedback.

Last yr. I was selling off my antique doll collection. I shipped everything before I went in hospital. One pkg the PO questioned the zip. I didn't know until I was back home and took care of it two days later. I wrote and explained, in fact she had given me the wrong zip. She gave me a negative with two stars. No one would bid on my dolls after that. I am going to try this weekend to sell some of my miniature dolls. We will see how long that goes against one.

I always give the person a chance to change a bad situation as things do happen Iwill only leave a neutral feedback or no feedback if a solution was not reached or the person Iam dealing with is not co-operative in coming up with a solution
