The dress and the model/wearer/owner are adorable. You did a stunning job. My son's christening outfits both had smocking. The men had fits even though there were no flowers. Told the guys the smocking looked like lattice fencing. That shut them up!

I would check around for "fine hand sewing." In Jacksonville, FL we have Paula's off of Bay Meadows. You may find a lesson on you-tube but you will still need to have someone do your "Pleating" or buy a pleater. (not cheap) there is magazines with patterns and directions. Good luck.
