Why does a "Locked" appear on some topics? Is that a moderator's decision or does the poster put that on? What does it mean?

Only a moderator can lock a topic. Many times it is at the originators request.

What does "Locked" do? Does it prevent readers the ability to reply?

yes, it can be read but no more posts can be made to it
