I think it would be appropriate to put an adjective in front of the word "quality" when using the word.

Almost everything has some sort of "quality" - good, bad, and/or indifferent. It may be suitable of unsuitable for a specific purpose.

I do assume that when someone states "I am looking for quality fabric" that the person is actually saying "I am looking for a fabric that is suitable for my uses"

Same thing for "designer" - almost everything human-made has been designed by someone.

If I'm asking for a "quality designer" product - that could apply to anything from the shoddiest crapola ever made - to the "very best" in the universe. The item had a "quality" and it was "designed"

I blame/credit my English and math teachers for my need/desire for more accuracy in statements than I frequently see.

Accuracy is a good thing. Like double negatives = positive.
