I've tried using the paypal shipping feature yesterday and today for items I have sold on the board.

I keep getting this message:

"PayPal Shipping is not available. We apologize for the inconvenience."

Is this me or have others here experienced the same?

That's happened to me on occasion and drives me crazy! I end up having to use my USPS account.
I have no idea why it happens.

Contact PP and ask them. They are good at responding.

Try using a different browser. Sometimes that works for me. :)

if you have it bookmarked try typing it in instead using the bokmark.. Might work , I know our bank makes it so that you cannot use a bookmark from time to time.. They keep getting my address wrong or just not sending it out when I buy something lately

I have had that happen one or two times. It usually corrects itself after a few hours.
