The easiest way I can think of would be to make them out of felt, make the designs - school emblems?, whatever?- out of felt also and spray glue the appliques to the pennants. My boys had some years ago which we had purchased and they were made this way. We had them thumbtacked to the wall along with baseball cards, etc.

Felt is the easiest way to do pennants because the edges don't fray. You can just cut out letter shapes and either glue or sew them to the background colour. You can also do the same with the fabric that they use for flags but it is expensive. I think the name of it is Run Stop Nylon?
If she wants to do a banner than I would hem a long piece of cotton/poly broadcloth and do raw edge applique(just cut letters out of contrasting fabric and sew them on along the edge or use fabric glue) Since it would not get a lot of use it should hold well.

I have a lot of fleece scraps in all kinds of colors and that would work like the felt and doesn't fray. Just another option. I used the felt to make blankets for DGK's a few years back. Cut out letters and shapes and just straight stitched the edges, since fleece doesn't fray, it was good. Depending on how much applique, you might want to use 2 layers of felt/fleece, again stitchedtogether with a straight stitch. You could even add lace, ricrac, or any other embelishment!! Have fun, it sounds like a fun activity.

I made quick easy pennants with a ribbon, large diamond shape fabric ( fold over ribbon) , presse eadges with steam a seam. Once cool, trim edges with pinking shears ( cuttint right at edge of steam a seam- so that edges will stay together and not ravel).. tada.... quick pennant banner
