I have a friend who is looking for a pattern on how to make Chemo Hats does anyone know of a site ?

lots of thing to see on this site.

For me it was the softer the better, and if it was cloth, the seams had to be soft too. Does that make sense?

Head Huggers has free patterns for sewn, knit, and crochet chemo hats, and they also offer suggestions on materials.

They do need to be soft...

A friend knitted one for me of 'eyelash' yarn. I loved it so much that I made one to match every outfit. It's very soft and not scratchy - a major concern when you're bald!!!!!!! The yarn is so pretty that you just knit - no fancy pattern. Any plain hat pattern will work. Get the person's head measurement BALD and knit to fit.
