Remember before self adhesive stamps? If you had a book of stamps or partial book and they got wet and stuck together, you would be entitled to a replacement on them, because service was not rendered, and they are unusable in that condition. Those stamps could be replaced, provided they were actually on sale during the 12 months prior.

Ever put the stamp on and had to change to a different envelope? I did and the letter was returned "reused postage". I felt like a criminal and all I did was take my brand new stamp off of the envelope I mis-addressed and put it on a different envelope. All 'before' I mailed it the first time. It was the self adhesive and it stuck fine to the second envelope. Never did it again.
