Even with your note regarding Snopes, folks still treat the message as true, this is the way urban legends are created, folks choosing to ignore facts.
I did look up the PEI as mentioned in the post and they say there has never been a refueling fire due to a cell phone.

Wen it's 10 degrees outside, you better believe I stay in the car while filling up. Or, as of late 110 in the shade.it takes a long time to put $65.00 in your car. I can hand piece a whole quilt block. Lol

I think a bigger risk than cell phones is the fact that people get in and out of their cars while filling up. This is VERY common, especially for women, because we don't like to be cold or hot, so we get back in the car for shelter. The action of getting in and out builds up static electricity on our bodies and can ignite the fumes around the gas cap.

And I hope everyone knows NOT to fill a gas can in the bed of a truck or a trunk, take the can OUT and put it on the ground before filling with gas.
