The answer is in the title on the box. It is a circle mat cutter that is used to cut a circle in the cardboard mat that you put around photographs or pictures/ craft before you frame them.

This is a mat cutter. It will make a nice beveled edge. This is a great find. Purchase some mat board and have fun.

It IS a circle cutter by Logan. It is used for cutting the matting for mounting pictures. I have a a Logan mat cutter that I use all the time to mount than frame pictures. It sur beats spending a small fortune to have a picture mounted. I love mine. If you are interested in giving or sellin it PLEASE contact me. I would love to habe it. I would put it to good use.

My sister has one of those and uses it for scrapbooking. She cuts the different size mats with it.

I knew it was a mat cutter, but I couldn't imagine cutting mats up to 20" for scrapbooking. That would be a really large scrapbook.

Thanks for all the input! I don't think I'd ever use it, though, lol. I do photography, but just as a hobby and I never have anything framed that large. At least I know what it is, now.
