Raw Edge Circle Quilt Directions

I really like that quilt - and I think your suggestion about cutting some differently is a good one.

I made a quilt similar to this one, I don't cut out the base fabric. I made another and my fabric frayed too much, batting was showing after I washed it.

Not sure I understand where the batting would come out on this method; the circle in sewn onto a solid piece. ?
