Can I do a D9P with scraps? Couldn't I just make 1 block with scraps, then make another one with different scraps? Would I need any borders between the blocks?

It's your quilt. You can make it any way you like! No quilt police here!

It looks great with scraps, I would use one colour family for the center square so once it's sliced there will be some "pattern" visible.

I did mine with charm squares in the corners. I used one fabric for all the centers, and scrappy creams for the other squares.
Charm/Cream/Charm
Cream/Dark/Cream
Charm/Cream/Charm
I think I used three different charm packs, picking out the light ones and using them with the creams from my stash.
I have seen some done just all scrappy, but IMHO, I think it looks better with a little bit of consistancy.

I made this with three inch squares and it is very scrappy. I made sure to put all red center squares to tie it together.

Love your quilt with the 3" sqs. in 9 patch. Then I guess you
split the block into 1/4'ths and re-assembled. Looks
terrific.
