I need instructions for making this wall hanging/table runner
square. Also where to put the binding (how far away from
    the outside stitching)

Does the part that has been quilted measure the same at top & bottom. And, does it measure the same from side to side -top & bottom. If the quilted part is square, I would use my 12 x 12" ruler -placing it on the quilted border & square up the last unquilted border. Then after the corners are done, use the longer ruller to finish trimming the sides.

I take it to mean that she made this but now needs to "square it up" and minimize the fullness at the outer edge. My solution - can you wet it, then "block" it by pinning down to a board? I would only let about a half inch of the fabric show beyond the quilting lines to the start of the binding. NICE work! Wish I could hand quilt, but really don't have the patience.
