I am using up my scraps and made this "Chained Lightning" table runner but need suggestions on how to quilt it. Any ideas?

When I can't decide on what to put on the front, I think about the back. I like looking at the backs of quilts as much as the fronts and a table runner could be used reversed too. Sooo...if it were me, I'd stitch the ditch of everything that is white.

I agree with Rose. But instead of stitching in the ditch throughout quilt, I'd start in center to "tack" a small section. Then near the outside; where the strips are, stitch in the ditch there. On both sides.
Most people are going to look at the back of the table runner, and it can be reversed occasionally. I'd go with any solid color for the backing. Brighter is more pleasant I have found.
Incidentally, you did a great job on the quilt and it is beautiful!

Machine or hand quilting? If machine I would probably stitch a line through the triangles in each block (diagonal) then SID around each block. Not sure about the border. It's very pretty BTW.
